┃ 植物防疫法により提供が規制されている微生物株の提供手続き
┗━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━
令和5年4月1日に改正植物防疫法が施行されました。改正前は、植物防疫法施
行規則別表１の２(*1)並びに同規則別表２(*2)及び同規則別表２の２(*3)に掲
載されている微生物については、公開分譲の条件が付されていませんでした。
しかし、今回の改正によりその条件が削除されましたので、これまで提供が制
限されていた微生物株も皆様の研究に利用していただけるよう、今後順次手続
きを進める予定です。
当室で公開している微生物株のうち、植物防疫法により提供が規制されてい
る株には、オンラインカタログの”Distribution control in Japan”に
”Controlled”と表記されています。本メールニュースでは、これに該当する
微生物株を入手するための手続きについてあらためてご案内いたします。
（1）当室のHP「植物防疫法による提供規制について」(*4)に掲載の手続き案
内をご確認いただき、依頼者機関の所在地を管轄する植物防疫(事務)所（支所
または出張所含む）に検疫有害菌譲受許可を申請します。必要な書式（「検疫
有害菌譲受許可申請書」）は、植物防疫所のウェブサイトからダウンロード(*5)
してください。
（2）「検疫有害菌譲受許可申請書」作成に必要な情報（菌株番号、採取地又
は産地、輸送の方法、輸送中の包装状態 等）については、ご希望の提供カテ
ゴリー(*6)（アンプルや培養などの標品形態）と共にメール(*7)で当室にお問
い合わせください。
（3）作成した申請書を植物防疫所に提出してください。審査には時間がかか
りますのでご注意ください。申請にあたり、植物防疫所に記入内容の確認を依
頼されることをおすすめします。
（4）植物防疫所から「検疫有害菌譲受許可書」が届きましたら、必要書類(*8)
と共に微生物材料開発室にご連絡ください。書類記載事項を確認させていただ
きますので、まずは下記 a.～e.の書類下書きファイルをメール添付でご送付
ください。
a. 検疫有害菌譲受許可書（別表含む）のコピー
b. 譲受許可受領通知及び提供依頼書(*9)（微生物材料開発室書式）
c. 微生物材料提供依頼書（書式M-4）
d. 生物遺伝資源提供同意書（書式M-5 または M-5C）
e. バイオセーフティーレベル2微生物株利用誓約書（書式M-7；必要な場合のみ）
＊c～eの書式の記入にあたっては、各書式の《ご記入上の注意》(*8)もご参
照ください
（5）書類の事前確認で問題ないことが確認できたらメール連絡をいたします
ので、依頼者側の機関公印等の押印手続きを進め、書類をご送付ください。
理研BRC側の手続きが終わり次第、微生物株を発送いたします。
詳しくは、植物防疫所 HP「II 試験研究のために検疫有害菌を国内の指定微
生物株保存機関から譲り受ける方へ」(*10)をご参照ください。
なお、植物防疫法以外にも提供や利用にあたり事前の手続きが必要な微生物株
もございますので、ご依頼の際にはオンラインカタログでご確認の上(*11)で
お申し込みをお願いします。
